Application

The biggest difference
Previous formula is essentially a traditional witch-hazel toner. It has some good ingredients—glycerin, aloe, chamomile, panthenol and vitamin E—but Denatured Alcohol is the fourth ingredient. It also contains fragrance and artificial colour.
Its strongest story is:
Cleanse → refresh → tone → remove excess oil
Botanical Toner is a completely different level of product. It combines:
Niacinamide + Panthenol + Centella + Licorice + Peptides + Caffeine + Hyaluronic Acid + Tremella + Green Tea + Aloe + Chamomile
That allows the story to become:
Tone → hydrate → soothe → brighten → refine pores → balance oil → improve the appearance of fine lines
Why I particularly like the new ingredient order
This is important from a marketing perspective.
The new formula starts:
Water → Witch Hazel Water → Propanediol → Niacinamide → Glycerin → Panthenol → Centella → Licorice
That's an impressive first eight ingredients for a toner.
Previous formula starts:
Water → Butylene Glycol → Glycerin → Denatured Alcohol → Witch Hazel...
So when an educated consumer or potential private-label customer compares the INCI lists, the new formula immediately looks like the more modern, skincare-focused formulation.
I'd position them differently
I wouldn't necessarily discontinue the old toner. You could actually create two price levels.
Original Toner — Essential / Classic
For customers wanting an economical everyday toner focused on refreshing and removing excess oil.
Botanical Toner — Premium / Advanced
For customers looking for hydration, pore refinement, brightening, soothing and anti-aging benefits.
That distinction is particularly useful for private label because you can tell customers:
Good: Classic Botanical Toner
Better: Advanced Botanical Treatment Toner
The new formula should command a higher price, because the ingredient story is dramatically stronger.
One other advantage: your new formula removes several ingredients that some modern "clean beauty" customers specifically try to avoid—denatured alcohol, fragrance, artificial dyes, diazolidinyl urea and iodopropynyl butylcarbamate.
So between the two, I would absolutely use the new Botanical Toner as NOC's premium toner and lead with it when pitching higher-end private-label brands.
